A DSS to improve inspection procedures in organic certification. Evidence from an Italian case study Organic Eprints
Gambelli, Danilo; Solfanelli, Francesco; Zanoli, Raffaele.
Inspections in organic farming systems are the key tool to assure reliability of the organic business and detection of non-compliant operators. Supporting control bodies in the inspection procedure can increase the efficiency and competitiveness of the sector. Here we propose a decision support system for inspections based on Bayesian networks. Our model is based on statistical information taken from the archives of main Italian control body, and considers decision strategies according to the maximization of expected utility based on risk minimization.

Analyse von Initiativen und Richtlinien zum Tierschutz/Tierwohl in Europa Organic Eprints
Schmid, Otto; Kilchsperger, Rahel.
In the EU funded research project EconWelfare (www.econwelfare.eu) the Research Institute of Organic Agriculture (FiBL) has compiled a database of animal welfare initiatives in Europe. Altogether 84 initiatives from DE, ES, IT, NL, SE, PL, UK and Macedonia were clustered and analysed with regard to their main goals, instruments used, major actors and success factors , taking account of national differences. The assessment of these initiatives showed that some actor networks (often organic farming standards schemes) are successfully aiming at multiple goals (including labelling), using different policy instruments by involving broader networks, whereas a majority of initiatives are focussing on single goals using smaller networks. The role and limitation of...

Assessing the risk of non-compliance in UK organic agriculture: An econometric analysis Organic Eprints
Zanoli, Raffaele; Gambelli, Danilo; Solfanelli, Francesco; Padel, Susanne.
The purpose is to provide an analysis of the risk factors influencing non-compliance in UK organic farming. The paper uses a formal econometric model of risk analysis to provide empirical evidence on the determinants of non-compliance in organic farming. A panel of data from the archives of the largest control body in the UK for 2007-2009 is used, and specific analyses are performed for two types of non-compliances. A zero inflated count data model is used for the estimation, taking into account the fact that the occurrences of non-compliance are very sparse. Results show the existence of strong co-dependence of non-compliant behaviours (i.e. the occurrence of major and critical non-compliance increases the probability of occurrence of the minor one;...

Can the inspection procedures in organic certification be improved? Evidence from a case study in Italy Organic Eprints
Gambelli, Danilo; Solfanelli, Francesco; Zanoli, Raffaele.
The aim of this paper is to analyze if the effectiveness of the inspection procedures in the organic certification is conditioned by measurable structural and managerial factors under control of organic control bodies (CBs), and if there is scope for possible improvements. The analysis is based on data from the archives of the largest Italian organic CB, containing information on operators’ characteristics, including a qualitative discrete risk score defined by the CB, inspectors’ characteristics, type of inspection and the outcome of the inspection, in terms of noncompliance detected and sanctions imposed. The aim is to analyze factors that could make an inspection more effective. Our measure of effectiveness is the number of detected noncompliance per...

Feasibility of risk-based inspections in organic farming: results from a probabilistic model Organic Eprints
GAMBELLI, DANILO; Solfanelli, Francesco; Zanoli, Raffaele.
A risk-based inspection system might improve the efficiency of the organic farming certification system and ultimately provide a basis for increased competitiveness of this sector. This requires the definition of an effective inspection procedure that allows statistical evaluation of critical risk factors for noncompliance. In this article, we present a study based on data from selected control bodies in five European countries that is aimed at determining the feasibility of risk-based inspections in the organic sector according to the data that are currently routinely recorded. Bayesian networks are used for identification of the factors that can affect the risk of noncompliance. The results show that previous/concurrent noncompliant behavior explains...

Modelling risk-based inspections in EU organic certification: data requirements and analysis tools Organic Eprints
Gambelli, Danilo; Solfanelli, Francesco; Zorn, Alexander; Lippert, Christian; Dabbert, Stephan; Zanoli, Raffaele.
A Risk Based Inspection (RBI) scheme is a planning tool used to develop the optimum plan for the execution of inspection activities. Organic certification system could benefit from the implementation of RBIs in terms of higher effectiveness, i.e. trustability, and lower transaction costs for organic operators. Data from certification bodies provide basic information about non-compliances and structural aspects of organic operators. Here we propose a methodological approach to risk analysis modelling, based on discrete choice models and Bayesian networks, both aiming at the identification of key risk factor in the organic certification process in the European Union.

New Zealand: Success for world's first indigenous organic verification system Organic Eprints
Paull, John.
The development of a Maori organic certification system, Hua Parakore, is reported in the latest New Zealand Organic Market Report. According to Brendan Hoare, chairperson of Organics Aotearoa New Zealand (OANZ), "The world's first indigenous organic verification system, Te Hua Parakore … is now setting a world benchmark for production by first nations people according to traditional values". The Report states that: "Hua Parakore is an indigenous verification and validation system for mahina kai (food and food production) that is initiated and driven by Te Waka Kai Ora, (National Maori Organics Authority of Aotearoa). It is the realisation of a community driven … Maori research project". The project is "Gaining momentum, with communities and businesses who...

The principles of organic livestock farming Organic Eprints
Padel, Susanne.
Organic livestock farming is guided by naturalness, systems thinking and sustainability, and the four IFOAM principles of Health, Ecology, Fairness and Care. The Principle of Health emphasises the interconnectedness of different parts of the system and promotes high animal health through systems design and prevention. The Principle of Ecology implies the integration of livestock with crops for feeding and nutrient recycling on the farm or in the region. The Principle of Fairness points towards respect for animal rights, and the Principle of Care places responsibility for the humane treatment of animals on the people who work with them. Organic standards and the EU Regulation on Organic Production state that organic livestock farming should meet...

Un sistema di certificazione risk-based per i controlli in agricoltura biologica: un’applicazione tramite Bayesian networks Organic Eprints
Gambelli, Danilo; SOLFANELLI, FRANCESCO; Zanoli, Raffaele.
Risk-based inspection system for the organic certification: a bayesian networks approach. The existing method of certification in organic agriculture system, which requires a periodical inspection for all the operators, is inefficient due to the high cost of these controls. A risk based decision support system, that could assist the inspection body during the planning of the annual inspection visits, is advocated to be more cost-effective and efficient. The risk based decision support system is constructed as a Bayesian network; the models incorporate the factors that influence risk of irregularity and analyse their effects by determining probability of non-compliance. Empirical findings using a sample of Italian data on inspection of organic...
